I have kept excellent memories of the drip irrigation enterprise. Jain Irrigation Systems Ltd has been promoting in Maharashtra - a source of inspiration for irrigation entrepreneurs elsewhere in India. The visit has indeed been worthwhile and fruitful.
Mr Bhawanishankar and I were most impressed to see the first-hand success with whch Jain Irrigation has introduced this modern technology among the farmers of Maharashtra. The Jalgaon area, we understand, ranks foremost among those in India where irrigation water is becoming increasingly scarce and the need to grow high value crops under high water efficiency is in full evidence. So are the command areas of Jayakwadi, Purna, Khadakwasla, and other in which the bank and the Government of Maharashtra are partners in increasing irrigation efficiency and improving it’s equity.
Drip and low pressure sprinkler irrigation clearly could and should play a decisive role in very substantially increasing yields and raising the value of agricultural production on those frequently drought-stricken farmlands. It is however, our duty that such systems be planned with technical expertise, duly respecting the financial strength of its users and the economic viability of the enterprise. They should therefore be introduced and presented on a trial/demonstration basis. And this is, where the bank could lend its good offices, if the government so desires.
We have, therefore, explored such possibility with the GOM Secretary of Irrigation, Mr Deokule, during the meeting, in his office on July 18, 1988, and attended by Mr Varudkar, Chief Administrator, CADA. More recently, I discussed the matter with Mr Bandopadhyay, Chief Engineer in charge of the bank-funded West Bengal Minor Irrigation Project. The response I felt was generaly positive and in favour of initial small scale trials.
Turning now, therefore, to an appropriate plan of action, we have in the past weeks discussed the matter with your Mr R. Jagannathan. The concensus was, that, in the first instance, agreement in-principle should be obtained between the Government officials concerned and the Jain Irrigation staff on the number and nature of the irrigation trials in question. A team from Jain Irrigation should subsequently visit the project area, assist in selecting trial sites, and take samples as required, and prepare a costed technical and financial proposal; an appraisal report if you wish. This the Government could submit for the review by the bank, with a request to finance its implementation under the “Research and Development” component of the project. It should here be understood that the bank cannot agree to the purchase of more than a very linited number of such trials; larger orders would become subject to the competitive bidding procedures under the bank’s guidelines for procurment.
I am, however, confident that if the basic rules are respected, initial measures to promote this promising technology, can proceed without delay. We at our end will do our modest bit towards its success. We will be pleased to discuss this proposed procedure in further detail when the occasion arises.”... |
